Burke and Murray

Burke and Murray These two brothers are in charge of the Megakat City Salvage Yard. Burke is the tall, fat one with his cap pulled down over his eyes, while Murray is the short, squat one with one big eye and one little eye. Their job is to collect scrap from around the city, and bring it to the yard in their huge, noisy dump truck, sort of like higher status garbage men. They seem to be loosely connected with the Enforcers, as when Chance Furlong and Jake Clawson were sentenced by Commander Feral to work in the salvage yard, Burke and Murray began to make regular reports to Feral about how Furlong and Clawson were doing. They also have the task of cleaning up after accidents and super villain attacks, such as when they had to bulldoze the burned remains of Dr. Viper's giant bacteria. Loud and obnoxious, Burke and Murray are probably the worst of the city's non-criminals, aside from Lieutenant Commander Steele, and take every chance they get to feel better about themselves by mocking Furlong and Clawson. Their favorite method of annoying the mechanics is to dump their newest load of scrap right in front of Furlong and Clawson's garage, which they have done on at least two occasions.

Callie Briggs

Callie Briggs Callie is the deputy mayor of Megakat city. Don't be fooled by the title, she does all the work. She is also one of the SWAT Kats main supporters. She frequently gets into trouble and has to use her communicator to call the SWAT Kats. She goes to Jake and Chance to fix her car, but does not realize they are the SWAT Kats. She seems smitten on Jake.

Chop Shop

Chop Shop Dubbed “the SWAT Kats' most elusive adversary” by the media, this laughing maniac attacked the Megakat Trade Towers with his high-tech, jet-powered helicopter. He successfully eluded the Enforcers, and even managed to give the SWAT Kats a run for their money. He made the SWAT Kats mad when he used weapons very similar to theirs. Razor put an end to his race for freedom by firing bolo missiles and snarling up his main chopper blade then fired a cable to halt the chopper completely, bringing it down. Chop Shop bailed out and took popshots at the SWAT Kats for a moment before a well aimed shot from Feral in his descending chopper disarmed him and they took him into custody.

Dark Callie

Dark Callie As opposed to her good natured and helpful counterpart, Dark Callie is a ruthless, evil she-kat, hungry for power and in league with Dark Kat to destroy Enforcer Headquarters.

Dark Kat

Dark Kat The SWAT Kats arch nemesis, this megalomaniac with dreams of city destruction and criminal empire establishment, Dark Kat is by far the vigilantes most dangerous enemy. Using his vast intellect to devise schemes incredibly complicated this mega-villain could be manipulating you without you ever knowing it.

Dark SWAT Kats

Dark SWAT Kats Everything the SWAT Kats are, these kats are the opposite. The SWAT Kats from a different dimension, these SWAT Kats are evil. Partnered with Dark Kat, these two are very dangerous villians.

Dr. Konway

Dr. Konway Scientist under the employ of the Enforcers. He was able to discover that the mutational madness in Megakat City was being caused by Dr. Viper and Katalyst X-63 and provided the anti-mutigen knowledge of how to overcome it.

Felina

Felina Lieutenant Felina Feral - She is Commander Feral's niece. and an officer within the ranks of the Enforcers who has earned lieutenant status. She is an extremely good officer and doesn't lose sight of what is important. Felina is headstrong and perhaps a touch rebellious, declaring on at least one occasion that she doesn't take “No” for an answer. She is very intelligent and doesn't let her sex stand in the way of doing the job. She has a high moral code like her uncle but is more flexible and less hide-bound, able to accept the help of the SWAT Kats whenever necessary and fights by their side on many occasions even rescued them once and getting Razor out of a jam another time.

Her exact position in the Enforcers is a bit foggy. Most often she can be found piloting either a jet or helicopter, but she joined a tank crew to face the articially intelligent monster machine Zed. Only Commander Feral was ever shown to outrank Felina. This coupled with Lieutenant Commander Steele's absence throughout the second season, has led some fans to conclude that Felina may have replaced Steele as lieutenant commander. This, however, is pure speculation and never supported within the show as Felina is always addressed either by her given name or as “Lieutenant Feral”.

Commander Feral

Commander Feral Commander Ulysses Feral is the tough, no-nonsense leader of Megakat City's Enforcers. His leadership is unquestionable, running the Enforcers like a well oiled machine. Many see him (especially the SWAT Kats) as a short tempered blowhard who is only interested in his own personal glory. In truth, while Feral does indeed have a short temper and a bit of an over blown ego, he really does care about Megakat City and its katizens and makes it his personal business to protect them.

Unfortunately, Feral is somewhat narrow-minded. and has a tendency to go by the book coupled with his inability to cope with the unexpected, make him and his enforcers largely ineffective against the fight against evil. One of his worst flaws is his personal pride and reluctance to ask for help which sinks many an enforcer operation but it is that same pride that aids the city because it keeps Feral motivated and on the path of good. Feral has very high moral standards and ethics, unwilling to overide them even when they could gain him an advantage over his rivals.

Despite his flaws, given impossible odds, Feral never gives up. Giving his all to take care of whatever dares to threaten Megakat City.

Feral dispised the SWAT Kats when they first appeared but as time went by his hatred became more of a mutual respect, as the SWAT Kats have saved Feral's life and vice versa. Not willing to call them friends, deep down Ulysses considers them allies of a sort, and has come to rely on them when no other choice is available.

As for family, we only know of a brother, whose daughter Felina is one of Feral's very skilled and brave officers. Though he doesn't show it, Feral loves her like a daughter and does his best protect.

Matt Fiske said it best in his description of Commander Feral: He's a leader, an uncle, a pride-driven individual, an ethical soul, and above all else, Commander of the Enforcers. He's the first, and sometimes last defense that Megakat City has, and would gladly give his life to protect both it and the ones closest to him.

Always eager for the top rated story in Megakat City Ann Gora is a journalist on a mission, constantly getting to the scene of action and sometimes even becoming a part of it. Sassy yet well composed, Ann Gora is a first-class reporter who always gets the scoop.

Dr. Lieter Greenbox

Dr. Lieter Greenbox Scientist. First working at Gemkat Labs then Megakat University Greenbox's career has been filled with technological catastrophe. His first invention, the Gemkat 6000 malfunctioned and transformed inmate Rex Shard into a giant Crystal monster. Greenbox corrected for the error by modifying the same device to reverse the effects. Late Greenbox created the Micro-Brain Repair Unit, which could fix any kind of broken technology. It later gained sentience and assimilated all things made of metal, gaining an appetite for world domination in the process. Out of sheer recognition for what his genius had created, Greenbox turned on the forces of good and merged with his machine. Later defeated Greenbox was turned over the Enforcers where his fate is uncertain.

Professor Hackle

Professor Hackle Former Pumadyne weapons designer Professor Hackle now takes on a more pacifist attitude and strives to invent things that will help kat kind. Unfortunately his many attempts result in quite the opposite, most notably the Metallikats. His one creation that has overcome the Professor's streak of bad luck is the Cybertron, a robot designed to help katkind and so far has managed to do just that.

Hard Drive

Hard Drive Techno crook extrordinaire, this one time ATM pusher has now moved onto greater things. Utilizing his trademark Surge Coat, Hard Drive can manipulate, alter, and even travel through electrical and computer systems. Preferring theft over destruction, this street level crook with a technological edge proves to often to be one difficult problem to take care of.

Johnny K

Johnny K Reporter Ann Gora's faithful camera kat who often accompanies her into the most dangerous situations, all in an effort to get a good story.

Mac and Molly Mange

Mac and Molly Mange Mac and Molly Mange were, at one point, the most notorious husband-and-wife gangster duo in Megakat City. And then they were caught, and sent to rot in Alkatraz. Not the sort to simply serve their time, Mac and Molly attemtped to bribe the less-than levelheaded Mayor Manx into granting them a parole hearing. However, Deputy Mayor Briggs intercepted the bribe before it got to Manx, and promptly deneid the hearing. Outraged, and thinking Manx was to blame, Mac and Molly managed to escape from Alkatraz, but, unfortunatly, drowned in the journey to shore when their small rowboat was hit by a bigger ship. Their bodies washed ashore near the laboratory of inventor Professor Hackle. Not knowing who they were, the kind-hearted Hackle took the two into his lab, and hastily transplanted their memories on disks then placed them into robot bodies. Although grateful to Hackle, Mac and Molly were still angry about everything that had caused them to end up as robots. After escaping the professor's lab, they went after all those they felt had wronged them. Now calling themselves “the Metallikats”, they tracked down Katscratch, the rival gangster that had taken over their territory during their time in Alkatraz, and easily killed him with one laser blast. Their next target was Mayor Manx and, despite the Enforcers' best efforts to prevent the robots from getting into City Hall, the Metallikats soon had the Mayor in their clutches. As they were about to kill Manx, Deputy Mayor Briggs came forward and admitted it was she, not Manx, that had denied Mac and Molly's parole. They then turnd their murderous attentions toward her, but were stopped by the SWAT Kats. In the ensuing battle, Mac short-circuited and blew up, and Molly was battered to pieces when she fell from atop the Turbokat. Their pieces were collected by Professor Hackle, who rebuilt them, planning to reprogram them. Unfortunatly, the Metalikats escaped once again and, since then, they have committed many crimes and tried time and again to take revenge not only on Deputy Mayor Briggs, but also on the SWAT Kats.

MadKat

MadKat Lenny Ringtail was a largely unsuccessful comedian; always finding himself outshined by his rival David Litterbin. The two ruthlessly competed for the title role of King of Late Night on Megakat City television. When Litterbin got the job instead of Ringtail, he went insane and was committed to the Megakat Asylum. After an unspecified amount of time, Ringtail finally managed to escape by overpowering his guard. Hunted by the Enforcers, he hid in an antique shop, Katzmer's Curios, and there he discovered a jack-in-the-box that uncannily resembled him. He was discovered by the shopkeeper, who mistakenly thought him to be a customer, and told him the story behind the Antique. It was possessed by the spirit of a medieval court jester, who like Ringtail, had been shafted when another jester took his place. The shopkeeper told him it wasn't for sale, so Ringtail stole it. It was then that he learned the shopkeeper's story was true - the ghost of the jester spoke to Ringtail, and convinced him they both needed to work together to get revenge on their enemies. Thus, the two fused to become the near omnipotent Madkat, who quickly went after his intended victims, the “king, queen, knight, and jester” or, more specifically, Mayor Manx, Deputy Mayor Briggs, Commander Feral, and Litterbin. He captured Litterbin and Manx without much trouble, imprisoning them within a small, magic jack-in-the- box. The SWAT Kats intervened when he came after Feral. However, despite their efforts to save the Commander, he was imprisoned in the box with the others. They soon deduced who his final target was, and Deputy Mayor Briggs was moved to Enforcer Headquarters for safekeeping, but Madkat came for her there, in the form of a huge octopus, and captured her as well. The shopkeeper, who had arrived earlier and had been waiting all day, told the SWAT Kats about Madkat's weakness - the thee bells on his jester's cap. As they destroyed two of the bells, Razor was taken leaving T-Bone to finally finish off the bells separating Ringtail and the jack-in-the-box, and freeing Manx, Briggs, Feral, Razor and Litterbin. Ringtail tried to get away with the box but Feral and Razor knocked him out together.

Mayor Manx

Mayor Manx The elected official of Megakat City for an excess of ten terms. Mayor Manx leads the city to the best of his ability, which usually turns out to be not enough. Often relying on Deputy Mayor Calico Briggs to do his job, Manx can often be found on the golf course rather than in his office. He's a big chicken and looks out for number one. One wonders how he ever got elected but it is assumed he has a lot of political smooze ability or he wouldn't keep getting reelected and since he always likes the limelight it allows the real operator behind the mayoral seat, Ms. Briggs, to do her job without too much interference.

Mutilor

Mutilor An alien space pirate, Mutilor was a hulking, clawed and horned monster who came to Megakat City to drain all of its water supply, for sale to a water-dependant race of aliens called the Zarhabi. His ship was actually an ill-gotten Aquain water freighter, and he and his henchmen had stolen it, holding the original crew in a small room guarded by a forcefield. Aided by his sidekick, Traag, Mutilor began the process of draining all of the planet's water via a huge suction device. He did not care what would become of the planet once he had drained all the water; in his opinion, if the planet perished, it was “just business.” The Enforcers attemtped to engage Mutilor, but his henchmen in their fighter ships made short work of the city's protectors. Next came the SWAT Kats, and they fared better than the Enforcers, which intrigued Mutilor and aroused his sense of competition, which would lead to his downfall. The SWAT Kats managed to infiltrate the Aquian ship. All of Mutilor's henchmen were defeated when Lt Feral arrived in a stolen spaceship and helped the out numbered SWAT Kats. Rather than risk his own life, Mutilor fled to his escape ship, and blasted off. But he was far from through. Determined to rid himself of the SWAT Kats, he attempted to destroy the Aquian ship from the otuside, but the SWAT Kats flew after him and successfully blew up his escape ship before he was able to destroy the water freighter. Mutilor probably perished in the destruction of his ship, but it is uncertain.

Past Master

Past Master One of the SWAT Kats' first foes, the Pastmaster is an undead, skeletal sorcerer from the Dark Ages. He was imprisoned for his evil deeds by the magic council of Megalith City, Megakat City's Dark Ages counterpart, inside a small coffin, where he remained for 800 years. In the present, his tomb was found in an old graveyard, that had been built over his gravesite, by two graverobbers, Jack and Tom. In trying to steal his gold pocketwatch, they accidentally awakened him, and he promptly set out to recover his spellbook, the Tome of Time, from the Megakat City Museum of History. He not only obtained the book, but he also took Deputy Mayor Briggs and Dr. Abi Sinian, the museum's curator, as hostages, and attempted to transform the city back to the way it was in the Dark Ages, but he was defeated by the timely arrival of the SWAT Kats. However, the Pastmaster was far from through. Time and again, he has come back to take revenge and to win, and though he is always defeated, he never gives up. His powers are many and varied, and most come from his magical pocketwatch, which has the ability to open portals in time, to either send people and objects through them, or summon them forth from other times. It can also be used to fire a destructive red beam, or, if the Pastmaster so desires, he can use it to give life to the dead and inanimate. Any creature he brings to life or summons through from a portal, he has control over, and it will mindlessly do his bidding. The Pastmaster despises all forms of modern technology (though, in “A Bright And Shiny Future”, he teamed up with the Metallikats), and will stop at nothing to rid the world of it and return things to former “glory” of his beloved Dark Ages.

Razor

Razor Razor is half of the SWAT Kats duo. He is the brainy of the two, having designed and built the entire arsonal of the SWAT Kats. He is also a talanted marksman and is the gunner inside the Turbokat. His catchphase is “Bingo!”

Red Lynx

Red Lynx The legendary MegaWar II pilot, the Red Lynx was the greatest pilot in MegaWar II, but also considered the evilist. While it is unknown what exact sides there were during the war, it is know that the Red Lynx was on the side that lost the war, and that was later determined the wrong or evil side. During the war, his greatest advasary was the Blue Manx, the great grandfather of Mayor Manx. Though the Red Lynx was the greatest pilot in the war (most likey because he had the highest amount of kills), he was eventuly shot down by the Blue Manx, probably dying from either a bullet wound or from his plan crashing into the MegaKat bay.

Though his body had died, the hatred the Red Lynx held for the Blue Manx lived on, and some how this tied his soul to the living world, making him a ghost of sorts, though for many years he never apeared. It wasn 't until the Red Lynx's plane had been pulled out of it's watery grave and put into the MegaKat City Museum of Histoy that the ghost of the Red Lynx apeared, taking on a physical existance in the form of his skeleton. He stole, or rather took back, his plane from the museum, and went after Mayor Manx, in the hopes of finaly killing a Manx, as a way of finaly defeating the Blue Manx. In the Red Lynx's first two attempts to kill Mayor Manx, the SWAT Kats stopped him, the first time mearly warding the Red Lynx off, while the second time they managed to severly damage the wings on the Red Lynx's plane, once again resulting in him crashing into the bay. Unfortunatly this did not finish of the Red Lynx, as he was an undead being, so he couldn't be killed by any normal means.

Since his old plane was no longer any good to him, the Red Lynx stole the new Enforcer jet, which ironicly enough had been recently christened the Blue Manx, and went to made his third attempt on Mayor Manx's life. By this time it had been discovered that the only way to sever the Red Lynx's soul from this world was to have him shot down by a relative of the Blue Manx, the only one know being Mayor Manx. Once again the SWAT Kats came to Manx's aid, but this time suffered considerable difficulty against him, as he now posssesed a jet that was pretty much equall in ability to the TurboKat, but they did manage give Manx enough time to get to a airship carrier to attempt to use the weaponry on the ship. Unfortunatly Manx chickened out, and let the Red Lynx destroy the only weapon in sight, forcing the SWAT Kats to assist him. While T-bone kept the Red Lynx distracted, Razor drove the Cyclotron around with Manx as a passanger, attempting to give the mayor a chance to use the Cyclotron's missles to shoot down the Red Lynx. Eventuly, after first missing him, Mayor Manx sucessfuly shot down the Red Lynx, which in essence “killed” the Red Lynx, or rather removed his soul from the living world.

Sergeant

Sergeant Commander Feral's right hand kat, this unnamed individual carries out the Commander's orders personally, making sure that the job gets done. Often on the front lines as well as behind the scenes the Sergeant is both reliable and loyal to both Commander Feral and the Enforcers.

Rex Shard

Rex Shard A criminal doing time in prison. He is used to test a new type of drill which ultimatly leads to his becoming of a green gem monster.

Dr. Abby Sinian

Dr. Abby Sinian She is an archaeologist and the curator of the Megakat City Museum of History. She is smart, beautiful and brave as well as top in her field. She doesn't hesitate to get down and dirty when working an acheological site or panic when in danger (encounters with a prehistoric cat, Pastmaster, mummies, etc.). Unlike most scientists in her field, Dr. Sinian does not limit herself to the factual and tangible; she is an expert on the supernatural and the occult and often proves useful in situations involving villains like the Pastmaster. As Curator of the Megakat Museum of History, Dr. Sinian often proves to be an excellent informational resource for when creatures and villains from the past manage to make a comeback in the modern realm.

Lt. Commander Steele

Lt. Commander Steele Lt Commander Steele was Commander Feral's second-in-command in the Enforcers. Steele was young and ambitious and had his sights set on Feral's job, but, he had neither the patience to wait for his turn, nor the experience needed for such an important posistion and, as some of his appearances show, he's a bit of a coward too. Apparently, Steele's ineptitude eventually got him replaced by Feral's more able-bodied niece (though she was never identified as Feral's second) and he has not been seen since.

T-Bone

T-Bone Chance Furlong, aka T-Bone, is one-half of the SWAT Kats. He appears to have grown up in a rough area of Megakat City, which may account for his penchant for fighting and his brawling tactics. Nevertheless, he is a pilot with top-notch skills and a noble sense of justice. Underneath his tough-kat exterior lies a big kid who likes the “Kat Kommandoes” comic books and the “Scaredy Kat Tunes” cartoon. He is great friends with his co-pilot, Razor (aka Jake Clawson), and always looking for a “chance” to impress the Deputy Mayor, Ms. Briggs.

Turmoil

Turmoil An ambitous she-kat who is the commander of her own small army unit. Turmoil is very acomplished kat, despite being a crimminal. Some how she has managed to gather together and train a small army of she-kats, either build or obtain airship, build highly advanced jets, and create the Vertigo Bream (her greatest acomplishment). One notable feature of her army is that all her pilots and officers are female, suggesting she has a belief in female-superiority.

Upon her arival at MegaKat City, she demonstrated the power on a commerical airliner, using the Vertigo Beam, a devices which emits a beam that causes a person to have blurred vison and disorientation, often having the result of rendering the target unconcous. Luckily the SWAT Kats were able to prevent the airliner from crashing, but discovered they had bigger problems as Turmoil anounced her purose. She would use the Vertigo Beam on any air craft, enless she was payed $2 millon in gold per week. Upon this, Felina attempted to stop Turmoil, but fell victim to the Vertigo Beam. After saving Felina from crashing, the SWAT Kats took on Turmoil themselves, in which T-bone managed to impress Turmoil with his flying, being able to effectivly doge the Vertigo Beam and take down several pilots of Turmoil's Omega Squadron. Even when the TuboKat was hit with the Vertigo Beam, T-bone managed to keep control over the TurboKat, highly impressing Turmoil, which lead to her making the decision of keeping him alive for her own uses. Razor, having been ejected to by T-bone prior to the TurboKat being caputered, left T-bone as Turmoil's lone prisoner.

Due to his impressive piloting skills, Turmoil offered T-bone the oportunity to work with her, tempting him with money and power. Suprisingly she was able to be fooled by T-bone, who was able to decive her into thinking that he was more than happy to work for her. This is most likely due to her infatuation with T-bone, which was comfirmed when she willingly kissed him. Of course she was quite furious when he finaly made his move against her, declaring that “he will pay for his treachery!” Unfortunaly for her, T-bone was rigged her entire airship with bombs, resulting in the complete loss of her crew and ship. She did make an attempt to escape, but was caught by the SWAT Kats.

She was sent to Alkatraz prison for her crimes, where she recived a note from T-bone (how is unknown) explaining that it could never work between them. Odly enough, she tore up the note, and proclaimed “this punny prison won't keep us apart T-bone”, suggesting that she still held feelings for him, despite him betraying her.

On a side note, is was planned for Turmoil to apear in another episode, titled Turmoil II: The Revenge, in which she would presumably escape from Alkatraz and enact her revenge on T-bone, but this was only a premise, and was pretty much never developed due to the series being canceled.

Dr. Viper

Dr. Viper Dr. Elrod Purvis once worked at Megakat Biochemical Labs, as an assistant to Dr. N. Zyme. After years of research, the two co-created Viper Mutagen 368; a regenerative growth serum derived from snake DNA, that could revive dead or dieing cell in plants and animals. The noble Dr. Zyme planned to donate the formula to the city, but Purvis had other ideas. For unspecified reasons, he decided to try to steal the Viper Mutagen, to sell to the highest bidder. Dr. Zyme, however, returned to the lab and caught him in the act. A fight broke out, which ended with Purvis taking a fatal fall down a flight of stairs, spilling the chemical all over himself in the process. Later, at the city morgue, the Viper Mutagen took effect, and ressurected Purvis - unfortunatly, it had a disastrous side effect. Because the formula had a flaw, it caused Purvis to mutate into a half kat, half snake being and to go completely insane. After scaring a hapless attendant and causing him to go into shock, Purvis, now calling himself “Dr. Viper”, proceeded back to Megakat Biochemical Labs with revenge in mind, where he rounded up Mayor Manx and Deputy Mayor Briggs, who were visiting the lab, and Dr. Zyme as his prisoners, planning to mutate them all into kat/snake beings like himself with a new batch of Viper Mutagen. Luckily for them all, the SWAT Kats arrived in the knick of time and stopped the mad scientist and his army of mutant bugs. However, Dr. Viper escaped after being knocked out the window, and since then he has hatched many a plot to transform the world into his ideal environment; a festering, mutation-filled swamp. While utterly insane, Viper is a genius at biochemistry, and he is able to mutate anything - plant, animal, or kat - into a mindless mutant monster with little difficulty. The only thing standing in his way, of course, are the SWAT Kats.
